    "Innovation" is any project, program, technology, etc. that does something in a new way, that effects a change, that demonstrates unique, outstanding and best-in-class practices by member agencies.
  • Must convey a clear description of how the project is innovative and how it is new and different from similar projects. This may include goals, objectives, strategies, quantifiable benefits & results and case study examples. No word limit.
