The Association of California Water Agencies (ACWA) respectfully submits comments regarding the U.S. Environmental Protection Agency’s (EPA) and U.S. Army Corps of Engineers (USACE) (collectively “the Agencies”) request regarding clarification on a revised definition of “waters of the United States” (WOTUS). 1 ACWA encourages the Agencies to develop a durable definition of WOTUS to meet the nation’s water supply and quality needs.
