Laura Freese Appointed Board President

The SMWD Board of Directors appointed Laura Freese as Board President, continuing her leadership in guiding the District’s priorities and long-term planning.

Freese brings a strong record of public service and water-sector leadership, including her tenure on the San Juan Capistrano City Council. As Board President, she will help lead policy direction, support long-term infrastructure investment, and champion transparency and accountability on behalf of SMWD customers.

Frank Ury continues his service on the Board and was appointed Vice President. He brings extensive experience in governance, technology operations, and business development, with a focus on strengthening infrastructure and advancing effective operational and IT strategies.
